Our era can be characterised as much by globalization as by diversity, whether cultural, religious, and the like. Various types of conflicts within the international arena point to what Huntington has called the "clash of civilizations". Debates on the significance of civilizational differences in international relations have been going on, while, in domestic environments, culture and cultural differences have been concerns of the public, politicians as well as academics, such as political theorists. Policies such as multiculturalism and political recognition of cultures have gained ground, in recent decades, in culturally diverse societies. Such policies, however, complement the overarching policy of neutrality and proceduralism. Drawing upon domestic experiences, it can be argued that international peace demands similar attempts at political recognition of differences globally, while adhering to general principle of equal treatment. Recognition of difference is of importance, particularly when they are about peoples’ identity as well as value and belief system. In this paper, first, it is discussed whether or not dialogue among cultures is philosophically possible. Then, it is considered why recognition of differences is vital, and how it may contribute to global peace. The political nature of such recognition is stressed. It is also assessed how to reconcile the need for political recognition of religious difference with a tendency towards globalization, in various areas of social life, particularly legal issues, such as basic human rights.

دوران ما را به همان میزان که عصر جهانی شدن می توان نامید، عصر تنوع فرهنگی، مذهبی و ... نیز می توان خواند. واقعیت آن است که برخی کشمکشها در جهان امروز صبغه ای از آنچه ساموئل هانتینگتون "منازعه تمدنها" می خواند دارند. در حالی که بحث در باره تفاوتهای تمدنی در روابط بین الملل ادامه دارد، در حوزه های داخلی کشورها، فرهنگ و تفاوتهای فرهنگی تبدیل به دغدغه توده ها، سیاستمداران و دانشگاهیان، بویژه تئوری پردازان علم سیاست، شده است. طی دهه های اخیر، در جوامع چند فرهنگی سیاستهایی همانند "چند فرهنگ گرایی" و "برسمیت شناختن تفاوتهای فرهنگی" پذیرفته شده اند که بصورت مکمل سیاستهای پایه ای "بیطرفی فرهنگی" و "روند گرایی" عمل می کنند. با توجه به این تجربه تعامل با فرهنگهای متفاوت در عرصه داخلی، می توان گفت که صلح جهانی نیز تلاش مشابهی برای برسمیت شناختن تفاوتها در سطح جهانی را می طلبد. در کنار اصل "رفتار برابر"، برسمیت شناختن تفاوتها، بویژه آنگاه که این تفاوتها مربوط به هویت افراد و نظام ارزشی و اعتقادیشان می شوند، از اهمیت برخوردار است. در این مقاله، ابتدا به این امر پرداخته می شود که آیا گفتگو میان فرهنگها از نقطه نظر فلسفی امکانپذیر است. سپس گفته می شود که چرا برسمیت شناختن فرهنگها ضروری است و چگونه به صلح جهانی مدد می رساند. آنگاه به ماهیت سیاسی برسمیت شناختن اشاره شده و بررسی می شود که چگونه می توان ضرورت برسمیت شناختن تفاوتها را با روند جهانی شدن در حوزه هایی همانند حقوق بنیادین بشر سازگار ساخت.
