Abstract

Recently, most of organizations have faced numerous challenges because of uncertainty in projects. Error in decision making leads to irreparable damages. Choosing a qualified contractor is one of the factors to ensure the success of the project. This paper, provide a fuzzy expert system for evaluation of the ability of BOT project contractors. This system is designed with the fuzzy statistical hypothesis testing and an emphasis on risk management implementation to provide decision-making in the environment of uncertainty. Parameters that are studied in this paper to assess the ability of BOT project contractors include: the ability to implement risk management according to PMBOK, financial, qualitative and quantitative indicators of the contractor. The proposed system has been implemented in a real environment to evaluate the ability of several contractors. The results have been analyzed and these results indicate the accuracy and reliability of this proposed system.
