Abstract
Traffic accidents take a great tool on human life in developing countries. Improving the transport system to reduce this tool offer considerable benefits. This paper investigates the cost effectiveness of road safety in developing countries. The paper demonstrates the necessity of applying correction factors to the police reports for accidents and casaulties.
