Abstract
The wide range of required data in disaster management is a major obstacle to face natural and unnatural disasters in the process of gathering and updating needs for organizations and institutions. For this purpose, it is essential developing a collaborative model: to gather and share spatial data, to solve the problem of productions and to define accessibility and distribution of data. In this paper, at first, a new structure is introduced for developing a conceptual model of SDI based on WEB GIS and its different architecture mechanisms are described. After that, various metadata parameters are investigated and complemented as the main part of SDI’s technical development. Then, in the implementing part, requirements of Red Crescent Organization are assessed by gathering some analyzed layers and a spatial database of disaster management problem is created. Finally, as an example, functional outputs for managing and planning of rescue operations are presented completely. Therefore, results lead to a 50% reduction in decision-making processing time in the case of disaster. Moreover, evaluated functional results for different steps of disaster management show improved data efficiency of services and present a flexible standard framework to accelerate information exchange.
