In recent decades, urban growth without planning principles, adverse effects on the nature and consequences of the disastrous economic, social, political, cultural, more than many. As a result, the need for proper planning and urban management, more and more important. The objectives of this study model for urban development to better understand the dynamics of urban systems by considering a combination of two basic elements to determine and predict the time and location and urban development. It is noteworthy that the base operating system capabilities such as independence, inference, learning, mobility, flexibility and the ability to analyze complex processes can be modeled as a tool for urban phenomenon used above. For this purpose, the base operating system and system integration of GIS spatial data were used in this study. In this study area, including the cities of Mashhad selected is now faced with a growing development. In this work the required data provided by ArcGIS software for use in the preparation of the implementation has been done. Then simulate this phenomenon using parameters more important factors include topography of the study area, the availability and attractiveness of the region, has been done by existing applications.to make decisions and take control of the crisis.
