Abstract

In developing countries social and Economic development is depend on government’s ability in making enough revenue to finance necessary programs, services programs like health, training, transportation and communication, etc. So, in each country, relationship between government revenue and expenditure is a scale of development and growth level. Using time series data of 1970-2002 and unrestricted error correction model (UECM) - suggested by Pesaran and Shin- for testing cointegration between government revenue and expenditure was tested, then by using inter-temporal budget constrain (IBC), fiscal sustainability in Iran was investigated. The results showed that government revenue is changed to government expenditure so fast, but government expenditure is changed to government revenue in very long time. Based on these results, it is concluded that there is not fiscal sustainability in Iran.
